So, what should I do? Make a tulip candle holder again, or leave the glass in two pieces and use it like this?
I decided to go with the latter option. The new color would be yellowish/green with a gold tint. I even painted the tea light candle green/gold. After the item was painted, I set it with heat like is supposed to be done. When it had cooled, I found to my dismay that the top part once again began to peel. No textile medium was used this time, so that was not the problem. Well, there is a solution and that was put to use. I then covered the whole part of the top with a coat of indoor/outdoor craft varnish and let it dry completely. Now it no longer wants to peel. Beads were added as well -- yellow and green to match the colors of the new candle holder. And here is a look at the finished product.
Another way to use it would be to use only the bottom part and set the tea light candle (or a regular candle) on top.
